Near-future Tokyo. The Metropolitan Police Department has quietly established a secret unit called Warriors to handle the crimes too dangerous, too weird, or too embarrassing for regular law enforcement. Rio is the team's frontline fighter — impulsive, fearless, perpetually broke, and constitutionally incapable of turning down any assignment that might result in a pay raise. Maya is the team's sniper — precise, professional, and quietly competitive. Lilica is a former criminal with supernatural abilities pressed into service as technical support. Their commander oversees them with the weary energy of someone who has accepted that every mission will end with significant property damage. The series runs through a succession of cases: a biker gang, organized crime, a hijacked luxury cruiser, and escalating threats that bring the Warriors increasingly close to forces that outclass them in every measurable way except determination.

Burn-Up Scramble is a 12-episode action comedy series produced by AIC Spirits — a subsidiary of AIC, the studio behind the original Burn Up! OVA — directed by Hiroki Hayashi, the co-creator of Tenchi Muyo!. It aired on AT-X from January 12 to March 29, 2004 — a complete standalone reboot of the Burn Up franchise with a new cast, new character designs, and no continuity connection to Burn Up W or Burn Up Excess.

Released in North America by Geneon Entertainment on three individual DVD volumes from November 2, 2004 to March 22, 2005; Vol. 1 includes a collector's artbox sized to hold all three volumes. A complete box set was released July 19, 2005.
