Guy Kazama, a "one-man army" whose special mission unit is wiped out in a setup operation, is tasked by the CIA to dismantle an international criminal syndicate and its four leaders who plan to destroy the ozone layer. The ultimate goal of the villains is to use a machine called "Indira" (an "ozone layer destruction beam") to threaten and control the world. Guy Kazama, must fight through various levels, from city streets to enemy bases, using an arsenal of weapons to confront and eliminate the syndicate members and stop their world-ending plot.
