The trail leads through a sprawling, rain-slicked city filled with corrupt corporations, seedy underground clubs, and ancient Chinese triads, all rendered in atmospheric, comic-book-style digital art that leveraged the Sega CD's storage capacity for extensive voice acting. The mastermind behind the crisis is Deng Hwang, a ruthless triad boss who believes he is the reincarnation of a mythical dragon king destined to conquer the world — a dark, supernatural threat that blends classic noir tropes with futuristic tech.

Rise of the Dragon's gameplay is divided into three core activities: point-and-click investigation, inventory-based puzzle solving, and occasional side-scrolling action sequences — a design that mirrors traditional computer adventures while adding arcade-style variety. Blade operates on a strict, real-time clock system, meaning characters move between locations and events trigger only at specific times, forcing players to manage their schedule carefully or risk failing the investigation.
