Seina Yamada has the worst luck of anyone in rural Okayama — possibly anyone in Japan — possibly anyone alive. He falls down stairs. He crashes his bike. Disasters follow him the way shadows follow other people. His only distinction is that he is a childhood friend of Tenchi Masaki, whose own household situation is the stuff of local legend. When a Galaxy Police recruiter arrives looking for Tenchi and finds Seina instead, and Seina's family decides this is a wonderful opportunity and signs him up before he knows what is happening, Seina finds himself enrolled in the Galaxy Police Academy with no particular skills, no combat training, and the most catastrophic luck in the known universe. This last trait turns out to be an asset nobody expected: Seina's bad luck has a statistically improbable tendency to manifest near pirates, making him the galaxy's most effective — if involuntary — pirate decoy. Four women rapidly become central to his life and career: Amane Kaunaq, a former supermodel and the GP officer who accidentally recruited him; Kiriko Masaki, his childhood friend revealed to be a Galaxy Police officer herself; Ryoko Balta, a space pirate named after the legendary Ryoko Hakubi; and Neju Na Melmas, an ancient and formidably powerful telepath who looks about eight years old. Each of them has strong opinions about Seina's future, none of which he is consulted about.

Tenchi Muyo! GXP is a 26-episode spinoff of the original Tenchi Muyo! Ryo-Ohki OVA continuity, set in the same universe with Tenchi himself as a background presence. It was produced by AIC and directed by Shinichi Watanabe — the director of Excel Saga and Puni Puni Poemy — with original story by Tenchi Muyo! creator Masaki Kajishima. The series aired on TV Tokyo from April to September 2002. Unlike all previous Tenchi entries, which were licensed in North America by Geneon/Pioneer, GXP was licensed by FUNimation Entertainment and released on seven individual DVD volumes from March to December 2004, collected in an 8-disc complete series box set. The English dub was produced at FUNimation's studio in Flower Mound, Texas.
